First Tribal Nation Enters Prediction Markets Via Kalshi

A Louisiana native group broke barriers for tribal nations, becoming the first to launch prediction markets through a partnership with Kalshi.

The Tunica-Biloxi Tribe of Louisiana is now allowing consumers to buy and sell prediction contracts that will be cleared and settled on Kalshi’s Commodity Futures Trading Commission-regulated (CFTC) exchange. The operation will be funneled through SaltTrade Derivatives, a new subdivision of the tribe.

Tribal prediction markets begin

Prediction markets do not fall under the historical definition of gambling, for which many rights are reserved for tribal nations. Instead, prediction operators are considered federally regulated financial platforms that allow users to move money in a peer-to-peer format instead of competing against the house.

Tribal nations have not been involved in prediction markets up until this point. The Tunica-Biloxi Tribe has become a trailblazer for other groups as it works to diversify its portfolio and keep up with the demands of modern consumers.

“This partnership represents exactly the type of opportunity Indian Country should be pursuing, where Tribes are owners, innovators and leaders, not just participants,” said Tunica-Biloxi chairman Marshall Pierite. “For generations, the Tunica-Biloxi people have adapted, traded and built relationships that allowed our Nation to prosper. 

While sports betting and other forms of gambling are still widely popular, prediction markets are en vogue. Leading operators Kalshi and Polymarket combined to generate $45.3 billion in notional trading volume in August, even with very few major sports leagues and events in season.

Analytics platform DeFi Rate estimated that NFL-specific trading volume could reach $56.5 billion across the full 2026-27 season. That’s nearly eight times higher than the $7.2 billion projection it gave the platform last year. 

“Tribal nations possess the business expertise to compete in the most innovative areas of the American economy,” continued Pierite. “We are ushering in new opportunities for all Indian country and leading the effort to establish a framework through which Tribes across the country can create and control their own economic destinies.”

Connecting two sides

Kalshi CEO Tarek Mansour praised the Tunica-Biloxi tribe for taking tribal nations’ first adventure into prediction markets, claiming that a partnership between a native group and Kalshi effectively forged an olive branch between the two sides.

“Indian Country should have more paths to economic self-determination, not fewer and we’re proud to partner with the Tunica-Biloxi Tribe as the first tribal nation to enter prediction markets. “The debate can no longer be reduced to prediction markets on one side and Tribes on the other. What’s clear is that regulated national infrastructure and Tribal entrepreneurship can develop together – and one does not have to lose for the other to win.”

Tribal conflicts with prediction markets have been relatively subdued up until recently. Last week, CFTC Chair Michael S. Selig met with leaders of organizations representing tribal interests in Washington D.C., where the groups expressed that sports event contracts could undermine tribal gaming interests.

The California Nations Indian Gaming Association on Sunday also released a statement calling upon the CFTC to end the prediction market “gambling loophole” following the meeting.

A U.S. appeals court last week also ruled that Kalshi is likely violating California law by allowing users to trade sports event contracts. The decision came as the result of a lawsuit submitted by two federally recognized tribes.

The Trade Handle Prediction Markets Take

Tribal nations are entitled to a variety of gaming rights in America. The recent decision in a federal court in California reflected the division between prediction market operators and native groups, in what was another in a series of recent legal losses for prediction operators. The partnership between Kalshi and the Tunica-Biloxi might prove to be just as important for Kalshi in its relationship with tribes as it is for the native group itself, which is working to diversify and bolster its economic resources.
